Ken Engelhart

Ken Engelhart has practised telecommunications, broadcasting, privacy and public policy law for over three decades. He appeared before the CRTC in many major telecommunications and broadcasting proceedings.

Recent engagements have included:

  • Preparing a multinational broadcaster for a CRTC hearing.
  • Attending CRTC broadcasting hearings as counsel.
  • Assisting broadcast distributors and specialty services with CRTC mediations.
  • Drafting a successful undue preference claim for a broadcaster.
  • Assisting a party to successfully oppose a CRTC Telecommunications Review and Vary application.
  • Consulting for a financial institution that acquired an interest in a European fibre network.
  • Consulting for a financial institution seeking to acquire Canadian telecommunications assets.
  • Providing expert advice to a government agency regarding the Canadian telecommunications industry.

In 2015, he stepped down as Senior Vice President of Rogers Communications. For 25 years, he was responsible for the regulatory affairs of Rogers Wireless, Rogers Cable, Rogers Telecom and Rogers Media (including Rogers Broadcasting). He provided legal, regulatory and policy advice to Rogers Communications and represented it before the (CRTC) and other agencies.

Prior to joining Rogers Communications, Mr. Engelhart served as General Counsel and Director of Regulatory Affairs at the Canadian Business Telecommunications Alliance.

He has been an Adjunct Professor at Osgoode Hall Law School, teaching Communications Law. He is a past Board Member and Chair of the Canadian Wireless Telecommunications Association. He is a Senior Fellow at the CD Howe Institute. He is regularly quoted in major Canadian media outlets, and has published op-eds in The New York Times and The Financial Post.

Mr. Engelhart holds a BA (Hons) in Economics from the University of Western Ontario and an LL.B. from the University of Toronto. He was admitted to the Ontario Bar in 1982.
